eIRB state no longer showing as validated

With this release, a bug has been fixed that prevented recognizing studies in the eIRB state 'Expired ‘Expired - Continuation in In Progress' as an eIRB verified state. This was due to differing an update to the eIRB state name’s text casing. The eIRB state title will now consider capital and lowercase lettering in the state name to account for future state name case changes.
